I don't think you understand what the issue is. The phone was purchased new from Motorola. It was unlocked at the factory. Unlocked means it isn't restricted to a single carrier. I did nothing to the phone. An unlocked phone is still "eligible for updates", as it was designed that way from inception. Please consult with someone who understands the issue.

They must have assumed you meant "bootloader unlocked" instead of the retail version unlocked for all carriers. If you want to try the Lenovo Moto Software Assistant you can see if that detects an updated OS for your phone. I had nothing but trouble with it on my Z4 so I can't recommend you use it for updating.

I didn't even use a swear word in my last post and it just shows *bleep* and removed my entire post. Anyways as I previously had stated I have the exact same issue. Even stuck on the same update. My device is carrier unlocked as well. Please let me know how to fix this issue. I have tried removing sim card and clearing data and cache from Google services framework. When I reboot the phone it does state that there is system updates but, fails after just a couple of seconds from when I chose download and install. Please fix asap!

You might want to try clearing the cache from Motorola Update Services (a system app) and see if you can successfully update it.

Unfortunately I have already tried that but did not help my situation. It recognizes that there's an update once my SIM card is removed and the phone is restarted after clearing Google services framework. However after selecting download and install system update it still tries for all of two seconds before saying it fails and once a SIM card is installed it immediately says it's up to date. This is quite frustrating being that I'm still on the April 1st of 2019 security patch update. my phone is under warranty but Motorola seems to refuse to help me.

Google Services Framework and Motorola Update Services are not the same. But if you cleared both you can try the LMSA application and it will probably work. I would recommend backing up everything before that.
