would you have a summary of what works and what not on X1Y3 using debian?

I have not done an exhaustive testing but here goes (if there is something specific you want to know about let me know):
I'm running Debian 9 stable XFCE dersktop
mouse pad - works out of box
track ball -works out of box
stylus - works out of box
touchscreen - works out of box
suspend - works out of box
hibernate - not tested
wireless - works with minimal effort** ( had to locate some ucode files as I recall)
Thunderbolt - works out of box
camera - works out of box
rotation - works with some effort ** ( can get auto rotation to work but not synced with mouse/stylus (so screen changes but mouse does not, what worked on my last lenovo didn't this time and haven't had the time to dig in), have a manual script for changing rotation and stylus/mouse for "tent" and "side" modes as a panel launcher and works fine)
Bluetooth - haven't tried
function keys - all works out of box
HDMI port - works out of box
cpu scaling - works through superuser
sound - works out of box
Battery - last a good 8+ hours (never actually timed) under moderate work loads (internet browsing, python, libreoffice, texmaker, etc..)
Only issue is some keys get stuck down ('page down' key mostly) when flipping from closed to open, (or switching configs) and I need to tap it to use the keyboard.
That's all I can think of off the top of my head, hope it helps.

Am I correct that all basic functions of X1 Yoga Gen 3 are working under Linux at least under Debian? By Debian, do you include ubuntu and Pop!_OS?

Latest BIOS update, version 1.27 here (the README file): https://download.lenovo.com/pccbbs/mobiles/n25ur17w.txt
From the descriptions,
CHANGES IN THIS RELEASE Version 1.27 [Important updates] Nothing. [New functions or enhancements] - Updated the CPU microcode. - Updated the Diagnostics module to version 04.04.001. - BootOrderLock was shown as Enable in WMI command if Device Guard was enabled. [Problem fixes] - Fixed an issue where the system might hang up when Thunderbolt BIOS Assist Mode was changed on Diagnostics Boot Mode.
do we understand that:

Yes, that's what I understand.
No fix for S3 sleep state... But at least, they fix the Thunderbolt assist mode brick issue ...
Maybe we'll see the S3 sleep state in 6 months. Maybe not.
And still no option to shutdown PCIe lane on wwan to use USB mode on Linux.
And this laptop is certified for Ubuntu...

Wwan card in ThinkPad X1 (yoga or not) doesn't have PCIe driver for Linux but does have USB driver. Lenovo could add a bios setting to disable PCIe on this card so Linux could use it with USB interface
