Lenovo Settings and Location Awareness

My Lenovo X230T running Windows 8.1 Pro x64 has been slow to boot lately, even though it has an SSD.  While examining the boot sequence using SysInternals Process Monitor (procmon), I noticed that loctaskmgr.exe (v1.5.0.5) is taking over 6 minutes during startup for a NotifyChangeDirectory.  This appears to take place asynchronously, so it probably isn't the cause of my startup problem, but it piqued my curiosity. 

I didn't find any documentation or description for Location Awareness, but I found some settings in Lenovo Settings under "Wireless & Networks".  One of the settings, "Disconnect Wi-Fi connection when Ethernet is connected" looks as though it might be useful, but it doesn't "stick" when I check the box.  I also don't find any way to save settings before closing the app.

I don't find an executable file for Lenovo Settings, but Windows "Programs and Features" shows "Lenovo Settings Dependency Package" v2.4.0.23, dated 2017.  I have read on this forum that Lenovo Settings is no longer offered for Windows 8.1 due to compatibility problems.

Is there a way to make the version I have installed useful, or should I uninstall it?
