Is there anything at all in the "C:\ProgramData\Microsoft\Windows\DeviceMetadataCache" folder?

 

Please save the log at:  Event viewer -> Applications and Services Log -> Microsoft -> Windows -> DeviceSetupManager -> Admin and attach it here.

 

(Just FYI.  Prior to 1809, Vantage did not need this data to work properly.  A design change made by Microsoft in 1809 now makes this data required for Vantage to work properly.  So even if this data was missing in 1803, Vantage could still work.)

in the

dmrccache folder in there and dmrc.idx file.

dmrccache folder is empty.

This is exactly what I needed, thanks.  It shows these errors:

- A connection to the Windows Metadata and Internet Services (WMIS) could not be established.

- The Network List Manager reports no connectivity to the internet.

- A connection to the Windows Update service could not be established.

 

I know you are actually connected to the internet, so this isn't the problem.  I need to ask Microsoft how to debug their problem.

1809 has internet connection problems if you disable IPV6, it's a known problem.  Have you done that?

Your log shows the same errors, including "A connection to the Windows Metadata and Internet Services (WMIS) could not be established."  I have the same question for you.  Have you disabled IPV6?  It may be the cause of this problem.
