The device icon shown for your PC device( DRTORCHIA-PC) is not the right icon, it should be the red icon.
When you click the icon, what is shown on the buttom?
And when you right click this icon, and select "Device Installation setting", is "yes" option is enabled?
This is what is shown on my system(1809).

I have a difference screen. With windows 10, I don't go to the Control Panel very often. So how do I get my system upgraded to the new software? Downloading the System Interface Foundation and installing it seems to do nothing.

This device meta is download and installed/upgraded by OS itself.
For some reasons, device meta is not upgraded in your system.
The one shown in your machine is win7 version, is your system upgraded from win7?
Please try to clear folder in the following position:
"cet" should be replaced by your login name.
You may not be able to delete some files because the owner is TrustInstaller.
You need to click the file, select property, and select security and change the owner to your login name.
And enable permission to full control.
After you delete all the files, and reboot, there should be no icon in Device and Printer and in Device Control.
And you could wait for device stage downloaded from MS server.
Or you could follow somebody's instruction to manaully install device stage from local.

Looks like this did it! Thank-you so much. In the past, reading from other posts, nothing worked. The only thing different about what you told me to do was to delete everything in "C:\Users\cet\AppData\Local\Microsoft\Device Stage" folder. After doing this, I rebooted, Windows updated the Lenovo Vantage app, I ran the app and everything is working as it should!

I have the same issue of Vantage no longer working, for a Yoga 3 Pro1370 80HE running Windows 10 with latest updates. Also, the Lenovo automatic driver update utility now fails, which is new. No explanation given in the pop-up, however.
I do not have a User called "cet", however. I do have those two folders cited, which have files in them:
Should I clear them, or was that only for the single case you were advising on? The other solution I saw was to reinstall windows, which sounds like overkill.
I do not see any mention of this bug in the Lenovo Bulletins, I would hope they let everyone know and also work to get a fix from Microsoft asap.
