What you're experiencing is perfectly normal. Your laptop was not designed to run at full power/speed without battery.

Are you using the 65 w or 90 w adapters, if you are using the 65 w adapters without the battery, there is a chance that your CPU are not able to hit their 100% load.....
Check whether your CPU can reach 100% load without the battery pack.....
There is a good chance that your problem can be solved by using the 90 W adapter without the battery pack, but that is only a guess, since i don't know your laptop's exact machine spec...
your dead battery doesn't do anything, since it doesn't provide the peak current flow required for 100% load...
play your counter strike games, and then press ctrl + alt + del, and see whether your CPU clock speed reaches 100 %....
also open multiple windows with many tabs, and randomly flick through them and see whether your CPU clock peaks at 100%....
By buying a new battery, did it solve the problem?
i have the same problem with my Dell latitude D520 running XP.
The times when my computer runs properly (at full strength):
1) running only off battery
2) when battery is able to charge, then i can take out battery and only use A/C power
If the battery is not able to charge, the my computer runs slowly when plugged in (with battery in or out)
my battery hasn't been able to charge recently, so i just ordered a new one. Im starting to think that its not all the battery, and might have something to do with the adapter. Im also using a 65W from Dell.
Dell Latitude is not Thinkpads, so it maybe a different problem that you are experiencing with your Dell.
A man tried to use this laptop with a 90W charger to see what happens. I got a lenovo R60 with built-in video card and battery charger only removed the CPU multiplier stuck at 6, he usually reaching 10. I note that this happens only with the battery removed, when a place back immediately he let go at full speed. Sorry for bad handwriting, are in Romania and I used a translator.

Thinkpads are designed in such way that when the battery is detached or in some cases when the battery is not working, the speed of the CPU is throttled to prevent power shortage. The battery acts as source of power, when the peak power requirements from the laptop with 65 w power supply exceeds what the power adapter can supply.
