8x PCIe FPGA card not recognized

I am trying to use an 8x PCIE FPGA card from HiTech Global with a Xilinx Kintex ultrascale FPGA in an M710t.  The card does not appear to be detected.  The card has the presence signal tied to the 8x indication (PRSNT1 tied to PRSSNT2_3).  Are there any limitations on a 8x card in the 16x slot or on Vendor ID (the default for the card is Xilinx 10EE)?  The FPGA debug tools indicate the device is working correctly but the link training state machine does not advance past the polling state and the is no indication from the host side that a card is detected.

Brand name computers in general may not like 3rd party special cards.

 

M710t is also not best platform for it for various reasons (basically it is a basic office PC). If you have a chance, maybe try WS grade lenovo, such as ThinkStation P520c / P520 (or older P500 / P510 / P410). Or use Whitebox ...
