I am working with a number of M58 devices (and one M57)

Some have their original BIOS 5CKT63.0

Others have been upgraded to BIOS 5CKT77

The older 5CKT63.0 machines have Intel Boot Agent v1.3.24

The newer 5CKT77 BIOS includes Intel Boot Agent v1.3.81

The older machinse work fine PXE booting on our network.

The newer ones do not...

'PXE-E51: No DHCP or proxyDHCP offers were received.'

This message is consistent with my findings above.

Is there a working Intel Boot Agent? A working BIOS?

Can I roll back the BIOS?

I phone Lenovo Support and was advised that the 5CKT63.0 BIOS with Intel Boot Agent v1.3.24 is no longer available.

A slightly older BIOS available here...

contains the older Intel boot agent.

I will try this and see if this fixes the problem.
