Currently the setting for this option is LAST STATE.

I have a ThinkCentre M55 8808 which also has this problem.
I've had other ThinkCentre computers also with this exact problem.
The computer powers on and stays on when switched on at the wall.
(It does not go on for a few seconds and then switch itself off - correct behaviour.)
Performed the clear BIOS password procedure
Upgraded the BIOS to the latest version
Re-Loaded the BIOS defaults
Replaced the Power-Supply-Unit
Cleaned the PC with a brush and vacuum cleaner, and then again with compressed air
Still the problem persists.
My guess is that there is a hardware problem on the motherboard,
(not related to the BIOS at all),
and the computer needs to be junked.
Any other comments welcome!
