I have an E490, running a bit slower than I'd like because of the SATA hard drive.
I was thinking about putting an SSD in the M.2 slot but leaving the SATA hard drive installed as well.
But can I configure things (with both storage devices installed) so that the M.2 SSD is the boot device (i.e. C and the SATA conventional hard drive is the second device (i.e. D? Is this an option somewhere, or is the ordering behavior permanently baked into the BIOS and motherboard?

As per the Thinkpad E490 specs sheet https://psref.lenovo.com/syspool/Sys/PDF/ThinkPad/ThinkPad%20E490/ThinkPad_E490_Platform_Specificati..., this model can have up to two drives (one M.2 SSD and one HDD) so adding an M.2 SSD to speed things up is feasible.
You can configure the system to boot from the SSD by following these instructions.
Go to Startup Tab
Select the SSD as BOOT priority 1
