I would like to persistently lock the function keys at my E531 laptop.
I know you can switch between function keys and multimedia functions by setting FnLock (Fn+ESC), but unfortunately this setting is volatile: everytime I restart the system (even from power saving mode), it is lost and the keys default to multimedia again.
Using this laptop only for "real work", with software that extensively uses the function keys, this is really getting on my nerves...
Is there any way to persistently lock the function keys to generate F1..F12 keycodes?
If I'd ever need the multimedia functions, I'll luckily hold down the Fn key before...
OS is Windows 8.1.

To use the function keys to enable the standard functions instead of multimedia functions, go to BIOS by tapping F1 when system starts. Under config tab, go to keyboard/mouse. Change F1-F12 keys to legacy mode. Save and exit BIOS by pressing F10.

You can be sure that I looked for such an option in the BIOS.
However, the *only* option in the Keyboard/Mouse screen is the one that swaps Fn and Ctl keys.
(The BIOS version is 1.16 of 2013-08-13.)
If it had been that easy, I wouldn't have asked...

Have you tried holding the FN key for 30-60 seconds? ThinkPad keyboard properties should pop up where you can choose between default and legacy mode. Else, go to keyboard properties via device manager, do the same and check if it helps. It seems this property is applicable only for a factory shipped OS.
If none of the above said helped, you may probably have to use some 3rd party applications like autohotkey to remap the keys to resolve the concern.

In addition to the suggestions Mithunr has made, I would ask if you are running the preload?
Could you also check to see that the hotkey drivers are installed, especially if you have done a reload of the system.

holding the FN key pressed for minutes doesn't produce any reaction.
Also, the keyboard properties don't contain anything helpful - only settings for autorepeat delay and speed.
If I really need a third party tool for such a basic setting, it's really a shame for Lenovo.
What do you mean with "running the preload"? I got the laptop with Windows 8 on it, but updated to 8.1 soon. I didn't install an OS freshly.
Switching the function keys between the two modes works fine, I just need a way to make that setting (function keys F1..12) persistent. There is no misfunction, but a missing function instead.

I too find this to be a rediculous error in judgment on the part of Lenovo. They have "for our convenience" made it harder to get to the functions we need. I understand their motives, but to leave no means to correct this for people that actually do business with our business class machines, simply blows my mind. If you find a corrective action for this I would greatly appreciate it if you would post the solution here.

I don't even understand their motives.
Especially when the given answers make clear that there already has been this feature, but it was removed for whatever reason. However, there's another ignorance that is even worse, see here:
Meanwhile I have the impression that purchasing that Lenovo laptop wasn't the best choice.

The reason I continue to buy PC's is so I can customize the functionality exactly as I'd like it. It is very frustrating that Microsoft and PC manufactures, like Lenovo, have decided they need to be more like Apple to be competitive and are forcing us to use their product in what they deem to be the best way.
Lenovo, please address this! I'm tired of Alt+F4 not working every time my computer comes out of sleep.

1. Swap Function key (F1-F12) with Hotkey by <Fn> + <Esc>, u should know that
2. Update latest E531 BIOS
(Fix) Fixed an issue that Fn lock can't be kept after reboot.
