Can you please try these steps:
1. Boot into the BIOS and press F9 to reload the hardware configurations of the computer. When done, navigate to the Config Tab > USB and ensure the USB device is enabled.
2. If you're using a USB hub, try to disconnect it and directly plug the USB device into the USB port.
3. Try connecting a phone charger & observe if it charges the phone.
4. Check if the issue started after a windows update. If it did, try uninstalling those updates then reboot the computer and observe.
