There's a difference between addressable memory and usable memory as stated in the KB article, so what's your point?
My problem is how can I use all of 4GB ram that installed?(I want all of 4GB of memory be usable)
You can't. Any operative system reserves memory for "internal use".

This is true,But Not 1.51 GB !!!
Did you check inside BIOS Setup? Maybe there's an option that allows you to change shared memory amount.
Yes,I check all of options in BIOS setup but did not find any option that related to Memory, shared memory and etc.
Well, I recommend you to migrate from 32 bits to 64 bits.
