maximum processor clock speed too low

System: L590 (type 20Q7, 20Q8) Laptops (ThinkPad) - Type 20Q8

Processor: Intel® Core™ i5-8365U Processor, Max Turbo Frequency 4.10 GHz, Processor Base Frequency 1.60 GHz according to Intel Processor Diagnostic Tool

Docking station: ThinkPad Thunderbolt 3 Dock Gen 2 (20V, 6,75A) with 135W PSU

 

I'm using an external monitor and the notebook is standing on a shelf with the lid closed but with plenty of air around it.

 

Windows 10 task manager shows a base frequency of 1,90 GHz (which differs from the processor specification...) and independent from the CPU load the displayed processor clock never exceeds 1,48 GHz. What can be the cause for this reduction of the processor clock?

Kindly setting the CPU Power options to maximum
>Go to Power options, then plan settings>advance>Processor power management
-Set 100% in Maximum processor state.
(Make sure to set System cooling policy to active, to avoid overheating)

Other steps to try is to run the machine clean boot, and try to update Intel Power Management driver.
