You probably have enabled Secure Boot and UEFI only boot settings. Please go to BIOS and then change three settings:
- Security > Secure Boot > Secure Boot > Disabled
- Startup > UEFI/Legacy Boot > Both
- Startup > UEFI/Legacy Boot Priority > Legacy First
Save changes and try to boot again from external media.

Thanks but still same let me tell you the history the laptop was in working coundition came for OS reinstallation I was doing ghosting by using Symantec Ghost during that without finishing it restart and after that it doesn't booting by any of the option available kindly help. Thanks

You can send it anytime, but your request may be rejected, as Norton Ghost issues are supported by Norton, not Lenovo. I would advice to check if you can install fresh copy of Windows using Microsoft intallation image. You can download it there. If you'll be able to boot from this image and install Windows 10, then issue is with Norton Ghost or it's image. If you won't be able to boot, then there might be an issue with BIOS or USB ports. In that case, I would contact with Lenovo's service.

Thanks for this but to install new Image laptop has to boot first by any option like bootable flash disk, Bootable CD or by network boot option but it is not booting by any of this.

I see, so it's unbootable by any means. If there's no Operating System installed on this laptop and there's no way to boot any installer from USB, then there's probably a problem with motherboard. In that case, I would advice to contact with Lenovo's service.
Before doing so, try to restore factory settings in BIOS. If this also won't help, then contact with Lenovo's service.
