For the benefit of all who are still struggling with this: My guess is that with the new installation of Win10, the energy setting was set to "best performance" by default

 

I'm sorry I forgot to mention it: I set it so that when plugged in, slider is at full performance but on battery it's at Medium-High. No issues still

In the BIOS, when on battery CPU is on battery optimized mode and when plugged in It's at Maximum Performance

That is true, but it does say something about upgrading only if there is an issue- I'm pretty sure the throttling problem is what they were referring to:

That was in the readme file. I'm guessing that maybe the issue that we have been having. I'm not sure but, nevertheless, the PC was unusable before but now it feels like a whole new machine (and I was previously on a fresh copy of windows... used for less than 3 weeks so little to no clutter.

 

So, It COULD be the fresh windows install, but I'm pretty sure it was the new driver.

That's exactly what I wanted too... I knew by setting it at max perf that the issue would fix itself but I didn't like it. This update allowed me to switch it back and not lose performance, but also let it idle at a reasonable speed (0.7ghz ish)

 

When idling, the clock speeds drop to around 0.7 - 1.00 Ghz but as soon as you load it (open a program) it jumps right up. Previously this did not happen. Sometimes the clock speed would drop even further.

This made doing ANYTHING at all on the computer a VERY tedious task. Even opening chrome.

Fixed an issue that PowerMgr.exe error occurred after PBR refresh/OS Upgrade/Driver update

 

I had that problem: after each reboot, an error popped up. The new Version fixed that. What is a pity is that the Lenovo Update did not install this update. I had to install it manually.

This behaviour is normal :

 

Updates are published on the web site, then if there aren't show stopper bugs reported, it is pushed to the common System Update / Lenovo Vantage update catalog for automated installation.

 

This takes from a week to a month approximately.

Hi!

 

If you want more control on idling and CPU parking, look up CPUidle from Bitsum.

 

I've been using it for years, and it has a convenient power profile switching feature where you can change the power profile when the machine has been under a certain CPU usage for a configurable time.

 

On my P52, it switches from Lenovo Intelligent power profile to the Bitsum Highest Performance profile automatically and back.

 

They also have other software that manages programs priority levels, and I use both of them of various machines.

 

Full disclosure : I bought some with my own money, and got some in giveaways. I am a very satisfied customer and have been for more than 7 years! The author is very responsive and bug reports are quickly addressed :-)

@InsanitySquared : Now, would you look at that, you're right! I'm getting between 1,5-2,5 Ghz at idle instead of a constant 4+Ghz now that I've also installed the latest drivers. After a year of having this problem I was mentally so stuck, I didn't even bother to check if anything had changed anymore. Thanks!

I just checked and the minimum and maximum CPU performance can be set in the advanced options of the Power profiles. 

 

If you are not getting what you expect, can you check there?

I have and had checked the advanced options already, changing the min and max specs to 0 and 100% respectively without success.

Though I should maybe add, that I don't have a "Lenovo Intelligent Power" plan on my P53, just a "balanced" one.
