When you went into the BIOS setup, did you set the DEFAULT parameters, saved and exitted? Usually this clears any firmware issues.

I did press F9 in all possible menus and on 'Restart' tab I did Load Setup Defaults / - OS Optimized Defaults to Enable but that is also not helping

You can roll back the BIOS update using the following procedure:

1. Enter Setup

2. Go to SECURITY

3. Select UEFI BIOS UPDATE OPTION

4. Change SECURE ROLLBACK PREVENTION from ENABLED to DISABLED

5. Save and Exit

Reboot the system.

Apply the previous BIOS file (1.21)

You should now be rolled back to the previous BIOS level. If that has alleviated the power-on issue, then you can either stay at that level or again update the system to 1.23.

As per the BIOS release notes it will not support roll back

CHANGES IN THIS RELEASE
  Version 1.23

[Important updates]
- Update includes a security fix.
  (Note)
If the UEFI BIOS has been updated to version 1.23 or higher, it is no longer
able to roll back to the version before 1.23 for boot problem prevention.

How ever I tried as you suggested and it failed to roll back. But errored out please check the attached

Let's try to rollback the ECP the previous version with the following process:

1. Download the older BIOS package (1.21).

2. Run the EXE, but uncheck the box at the end about "install now".

3. Go to the extract folder (like C:\DRIVERS\Flash\n2euXXXX) and delete the FL1 file from the subfolder like N2EExxxx.

The FL1 is the BIOS file, and FL2 is the ECP file.  So by deleting the BIOS file, only ECP will be upgraded/downgraded.

After deleting FL1 file, then run WinUpTP.exe

Re: ThinkPad P1 fail to power-on after updating to BIOS ver 1.23

I'm reluctant to download and instal BIOS 1.23 on my X1 Extreme. I'm on 1.21 now and it seems fine. Very stable. I got burned when I first got the X1E in December and I bricked it within hours by switching from hybrid to discrete graphics. I assumed it woud work. I'm not going to assume this time. I'm sorry people seem to be having problems again with a BIOS update. I've never run into this issue with my P71 or my old W530. Very strange.

I've installed 1.23 on my P1 with no operational issues other than a startup message from Windows 10 when I'm attached to my TB3 Workstation dock that "The PC is not Charging" through the USB-C port which is correct, BTW. The other issue about the USB-Manager-ACPI error was resolved with the ECPW update which is part of the 1.23 update.
