While on battery my cpu runs at 1ghz with Nivdia Optimus mode selected in bios. Even if the gpu is idle/off cpu is still at 1ghz. But if I switch to just intergraded graphics in bios my cpu can turbo to 3.4ghz which leads me to believe something is wrong with Nivdia Optimus. Question is how do I fully utilize my cpu with Nivdia Optimus mode enabled.

You can't. The CPU is throttled while the Nvidia GPU is on because otherwise you would have too much power draw from the battery. You can see this by leaving Optimus mode on, but not using any 3D applications and observe that the CPU reaches full speed on battery.

What happens if you disable Optimus in the BIOS, and select "discrete graphics" (as I'm guessing is available in your W520 as it is in my W530). This should eliminate Optimus and revert to 100% use of the K1000M (and should also allow you to install the latest nVidia retail graphics driver 340.21, presumably).
Do you now see the CPU throttling as well? Any reason you just don't use the K1000M all the time (especially if you're plugged into power)? Even if on battery you surely have some hours of usable lifetime, if you can't get to a charger until later.
Have you experimented both plugged into power as well as on battery? What are the differences in performance, if any?
