Question about P70 2133 MHZ ram ECC

I've read in several posts of this forum that there is no compatible DDR4 2133MHZ ECC RAM from third parties that would work in a Lenovo ThinkPad wit Xeon processor. Only option, aside from OEM Samsung modules, would be to use 2400MHZ Crucial ECC RAM in the slots #2 and #4 and use original 2133MHZ module in slot #3.

However, while lookng around for alternatives I found that newegg carries the following:

I've been tracking this topic on this forum since January.  When I looked up the specs for this Black Diamond memory, there were 2 characteristics which I was not able to find: the voltage and the latency.  You want the voltage to be 1.2 volts and the latency to be 15 nanoseconds.  Maybe this Black Diamond memory has these characteristics, but I wasn't able to verify it quickly.  However, there is another alternative.  Although it was out of stock earlier this year, the following spec-compatible memory appears to be available now - at the same price.  Check out this Transcend memory which is manufactured in Taiwan: https://www.cdw.com/shop/products/Transcend-DDR4-16-GB-SO-DIMM-260-pin/3819776.aspx

After posting my reply above, I just read an unfavourable review on this Transcend ECC memory from someone who bought it for their Lenovo Xeon laptop - they said the laptop wouldn't start up.  I am not aware of any other user reviews regarding this Transcend memory.
