For some reason, i can't turn on my new P51 using the power button on the Thunderbolt 3 dock. I'm sure i've got something hooked up wrong, but thought i'd check here. Is there a setting in Control Panel (power button) that i need to change?
In order to use my laptop / view from my external monitor, i have to open the lid to the laptop, power on and then i can use the external monitor.

Based on Thunderbolt 3 Dock support page, ThinkPad P51 might not be supported...

Albeit it's not listed, the ThunderBolt 3 dock works fine on the P51.
Regarding the power button, have you installed all drivers for the dock?
For the machine to run while the lid is closed, you have to go to Control Panel - Power Options - Change Plan Settings for the power plan your machine runs on when the lid is closed - Change advanced power settings - scroll down to Power buttons and lid and set the lid close action to Do nothing.

Thanks, i actually did figure this out after much research.
Another question, should the power button on the Thunderbolt dock turn my laptop on/off? Right now, that is not the case. I have to open the laptop lid, turn on pc, shut lid and then i can work from my external monitor.

As far as I know, the power button on the TB3/USB-C dock only works with ThinkPads that use 100W or less of power, as the USB Power Delivery only provides up to 100W of power, according to its spec.
