Ok so its possible we have some motion sensor that could be causing it. I was actually thinking, but its a low chance that the switch inside the laptop which detects if the lid is open is bugged and could be causing that and limiting thermals as the airflow get disrupted if the lid gets open. Thats just my theory and I could be completely wrong.
I dont think DPTF has anything to do it with as it seems like it only affects cpu which I dont have a probem with.
I can't see a way to disable power smart setting in lenovo vantage, so I can't test if it changes anything, but as it is right now I sm unable recreate the problem after system reinstal.
I just did a fresh install of win 10 again letting it pick up all drivers automatically, updating whats needed with lenovo vantage and intel update asssistan. As of now I have no more problems with the gpu.

This looks like a new way of managing things, for newer models like P53. Not clear now if and how motion detectors are used.
For P52, slider notches are Best Battery, Better Performance (recomm.), Best Performance. Slider is accessible/visible only when power plan is on Balanced.

From what I can see, this is a change related to Windows 10 1903. In 1809, Lenovo Vantage (v20 "Enterprise") does give the option of "Cool&quiet" or "Performance" on my P52.
If you don't have those options and are running 1809, get the "Enterprise" version of Lenovo Vantage (It's listed in the Lenovo software section of this forum). Recently, the Lenovo Vantage app was upgraded to version 10 and some features are, well, "incomplete". YMMV.

I am in 1903 long now, and I still see options as in previous post.
So, I dont believe that is windows version issue , but Lenovo model and Vantage issue.
