For me, just running ThrottleStop - no settings change, I don't even need to keep it running in the background - gets the CPU to actually throttle down from max (which is why the temps are always high and fan is always on).

Tried to open Throttlestop but I'm not sure I was doing the right things and didn't find a good guide for using it, that's why I wanted also to try Intel XTU.

Can you confirm that BIOS 1.19 has this fix added to it?  I see it on Lenovo's website today.

Was there any setting in the test BIOS that had to be changed?  I added this to my laptop running 1709 and fan is still constantly running.  thoughts?

Yep, in BIOS > Config > Power > Adaptative Thermal Performance > Extreme CPU performance

Item Specific Help:

 

Highest CPU performance.
When enable this item, Scheme for AC and Scheme for battery will be disabled.
The item will affect Fan sound, temperature and battery life.

Hi,

 

I've tested the 1.20 Bios with the extreme CPU performance switch enabled, I would say the device performs the same as with Bios 1.18_T1. So that works out fine. I do not notify any serious impacts on battery life, of course the Fan spins up a little mit more often, since it needs to get rid of more heat. But that is like it is, due to the physical limitations.

 

I would like to deploy this Bios Version including the extreme CPU performace switch enabled in my environment. Deploying the Bios is no problem, I've already created a SCCM Job for this. However, I can't find the possibility to set the extreme CPU performance somehow, exept directly in the Bios. I know I can do some Bios settings over WMI, but I can't find this switch in the WMI library.

I'm asking about the possibility to include this setting in WMI, in a future BIOS version...
