When I unplug my twist, the laptop turns off immediately. It won't turn on unless it is plugged in. It is brand new. When I go to the various settings, it says that the battery is present 93% charged, but "not charging". From the power settings on the Lenovo settings app, it says that the battery is in "good condition". Note that when I hit to change Battery Health Mode and change from "always Fully Charge" to "Automatically optimize for battery life" the computer immediately turned off.
For whatever reason, we are not getting any power from the battery? Is this an issue with the settings, or do I have a bad battery?

I’m sorry to hear that your Lenovo ThinkPad twist shuts down when AC adapter is unplugged.
I would suggest you to follow the below troubleshooting steps.
Go to control panel -> Device manager. Under batteries tab, uninstall Microsoft ACPI Compliant control method battery, restart the system and check if battery works properly.
If it didn’t help, shutdown, unplug AC and remove battery. Press and hold power button for several seconds. Then re-install battery and AC, restart and see.
Update BIOS and Power management driver to the latest level.
If you can arrange a good known battery, try swapping and check.
If none of the above said helped, it probably points to a faulty battery.
