I have installed all latest drivers, including the fingerprint reader driver
The button still appears as gray

Seems good. See attachment.
The problem must be some policy setting. Try re-installing the OS but don't connect to your domain. Or else check with Microsoft to see why that button is greyed out even when the driver is installed correctly.
