Hotkeys not working with normal user credentials. Seems to require Administrator permissions

We're about to deploy Windows 10 with our Lenovo laptops and we noticed the hotkeys (f7-f12) do not work unless we log in with Administrator level permissions.

 

I made sure the GPO's aren' affecting this and I removed security software.

 

Ideas?

There is a bug in the latest hotkeys installer.  It won't install if you use the built-in administrator account (like MDT does) or the built-in SYSTEM account (like SCCM does).  Here is the last version of hotkeys that doesn't have these problems:
