Problem with Fibocom L831-EAU (no network)

After updating windows, the mobile network adapter does not work at all. Does not detect the SIM card. I cannot enable or disable the connection. Reinstalling drivers doesn't help. The problem appeared a week ago after the system upgrade.

 

In the device manager after restarting the computer it shows note in device status: "This device cannot be started. (Code 10)

{Operation failed}
The requested operation failed. "

 

The problem has generally been appearing for a year. There is a constant problem with this cellular connection. The motherboard and Fibocom L831-EUA modem has been replaced to a new one, and the SIM card has been replaced. I have no idea how to fix it.
