Re-imaging a T470

We had a motherboard go bad on a T470.  We had service guy come out and replace the board.  But now I am trying to re-image the laptop with Windows 7 and I am unable to do it.  I am unable to get any logs because the usb drives are not installed at the point it fails.  I have reached out to our higher IT people and they have no clue.   Any Ideas?

Are you trying to reinstall from MS media?  You'll need USB 3.0 drivers and possibly NVMe:

If your machine has an HDD or SATA SSD - and not an NVMe SSD - you can copy USB 3.0 drivers onto the main drive and browse there when you get the "missing CD or DVD driver" message.
