I bought a refurbished Lenovo T430 in August of last year (~9 months ago). Everything was fine and dandy, but soon after I noticed the touchpad would freeze periodically for about 15 - 30 seconds at a time. However, the trackpoint (and external wireless mouse) and buttons do not ever freeze.
I believe I have the latest driver updates and keep windows updated.
Is there an easy fix?

I have installed that driver a couple times already. I have recently uninstalled any UltraNav software/drive, and reinstalled it using the driver your provided. It has not fixed the problem.
When I view the driver properties it says:
Driver Provider: Synaptics
Driver Date: 9/26/2013
Driver Version: 220.127.116.11
is this correct?

I am sorry to hear that after updating the drivers the issue still persist.
I request you to uninstall the UltraNav driver from control panel programs and features option, and restart the system let Windows install the default driver and check if issue still persist after uninstalling the driver.
This is to confirm if the issue with the driver or with hardware.

I unistalled the UltraNav drive and reverted to a 2006 (default) driver? The touchpad seems to be working well as I havn't experiencing freezing like i did before.
However, the UltraNav software reinstalls automatically and causing issues.
What should I do?

I understand the process to unistall UltraNav and have done so previously. It seems like the touchpad is performing well without any glitches by reverting back to the 2006 default drive.
As you mentioned, since without the up to date ultranav driver, it seems like it's a software issues and not hardware.
How should i proceed

This most likely is caused by incorrect palm threshold settings with the UltraNav driver. I would default your advanced UltraNav settings at Control Panel > Mouse > Thinkpad (tab) > Advanced > Restore All Defaults. You might also want to find a palm threshold setting that works for you.

Is checking the pressure threshold the next step to trouble shoot the issue? without the updated driver and rolling back to the defaulat one, the touchpad has been working well.
However, it doesn't allow for additional gestures (i.e. page scrolling)
Edit: Actually I have recently notice the touchpad freezing once again with the default driver. This time it is much shorter, around 5 seconsd, than with the updated UltraNav. Should I send it in to lenovo, I have a couple more months of warranty.

I suggest you to check with this last option once, and if the issue still persists then you can contact Lenovo support.
