Periodically someone will go to turn their laptop on, and the green light on the power button will light up, but the screen stays blank. If you press and hold the power button for a count of ten or more until the green light goes out and press it again to turn it on, all that happens is the green light comes back on. I've disconnected the power adapter and did the same thing with the same result. The only thing that has worked is removing the bottom panel and disconnecting the internal battery and CMOS battery for a few minutes.

Can you try to use "reset hole pin" to reset the system power?
Refer to "ThinkPad T460s Hardware Maintenance Manual" for page 32 "Power system checkout" section for detail instruction.
Refer to the attached JPG for location of "reset hole" on T460s.
