T470 - can't change value "os optimized defaults"

i just bought a T470 with no OS on it

so i wanna install my OS (a linux one)

first u plug the USB and nothing happned
after i went to setup , and read sone thread in this forum . i figure out that i need to disable an secure boot , i fount this option in my setup but i cant edited 

so i found that i need to change the os optimized defaults value . but again , i cannot edit the this value either 

just showing the value as enabled. and i cant selected by arrow keys or tab or anything , any help please

It sounds like you have a supervisor (BIOS) password on the machine.  You need to use that password to get access.

there is no password writing in the computer , in fact when i enter to bios he asked me about a password , when i type a random one he ask me to repeat again , and he is working only with a empty password 
what should i do in this case ?

If it asks for a password, there is a password and it is not empty.  If you hit enter instead of the password, you SEE the BIOS in READ-ONLY mode.  That is what you have.  You need the real password.
