T470p overheating or too hot - part 2

I posted this a while ago: T470p overheating

After some people recommended to call Lenovo and change fan and paste, I did so.

Now couple of months later, i still don't feel very happy about the temperature and running fan. After booting, a couple of minutes later when everything has been initialized, the fan is still noticeable and the temperature shown by XTU is still around 65 degrees. I find this kind of sad that this high end PC has such issues with heat and moreover, why does it have such a high performance CPU if it can't even perform with it's most power due to thermal throttling all the time (under heavy load).

What's going on here?
