1.I update Fibocom WWAN L830-EB firmware in Dec,2018.
2.When I put in SIM card ,The Windows Settings -> Cellular network become to "No service",,than Advanced options can not be APN setting.
3.The 18300.1002.00.01.01.17 version repeated restart Windows Cellular Service when I used my NB
4.I tried to downgrade to 18300.1002.00.01.01.14 or 11.Still can not work.It is like the Fibocom WWAN L830-EB DEAD!

Thank you for your reply.
It is a general telecomm 4G sim card with phone and network.
The APN will AUTO setting by SIM card just like the photo.
The issue never happen before FW17(2018/11),before that I could use the Internet normally and could setting APN by myself
Than I tried to rollback to previous FW14 or FW11 ,but "No Service" and not found APN settting function.
Some people have the same issue, you can found in this forums, everyone thied to downgrade to FW14 or FW11.
Also can not work even within DRIVER downgrade.

I got some comments from WWAN team,

=> Does this mean you cannot manually add APN profile via Settings -> Network & Internet -> Cellular ->Advanced options -> Add an APN?
Can you provide the screenshot of Cellular -> Advanced options page when the issue happenes?

Yes, Add APN Setting is MISSED!
Just like no SIM card. If I downgrade to V14 or V11 , it is the same.

I am Lenovo engineer handling this issue.
Thank you for providing the screenshots.
Based on that, our current assumption is that your SIM card is not detected properly by the laptop.
We already asked help from our team in TW.
But unfortunately, they cannot reproduce this issue using Fibocom L830-EB + Taiwan Mobile SIM.
For further isolation, may we ask for the “exact” details of the SIM card you are using so we can ask them to purchase and check?

I think this issue may not related to the sim card.
I also have this issue when I using China Unicom in China after this firmware upgrade.
I notice that there is a process after the firmware upgrade. (baseband or something? I am not sure.)
After that every sim card was not available, I try to use the sim card of China Telecom was still the same situation.

I tried using different SIM CARD than it is the same.
BUT before upgrade FW, the Network Service in any SIM CRAD is available even Travel SIM CARD!
Network Carrier is Taiwanmobile
the SIM CARD is normally Phone SIM CARD with 4G LTE ,not travel sim card.
