Here's what I get for both of the suggested commands. I am not sure what is expected here but nothing looks "bad".
PS C:\windows\system32> powercfg /requestsoverride

The powercfg -requests showed that srvnet was holding back sleep. I put in the override for it, restarted and attempted to use the power button or close the lid and nothing has changed.
I decided to reinstall Windows 8.1 this weekend. I did this, installed the network driver and then used Lenovo System Update to get the rest. It installed the power management driver as part of this. Still, nothing puts the computer to sleep.
The only way I can do it is by opening the right side menu and then going to the Power menu and selecting sleep. Needless to say I'm starting to feel disappointed with my choice of the T540p.

Can you please check with updating the BIOS once, because it is mentioned that they have a fixed this issue with the latest BIOS. Below is the link for the latest BIOS update.

I'm not seeing a fix for failure to sleep.
From the BIOS Readme:
[Problem fixes] - Fixed an issue where the computer might fail to resume from sleep state when the Memory Card Slot was disabled in ThinkPad Setup. - Fixed an issue where WOL failed when "Always on USB" disabled.

You can check the below link where I have marked that it is mentioned has (- (Fix) Fixed an issue where the computer might fail to enter sleep state.)
I think we can check with updating BIOS once.
@ Skoop any suggestion from your side, for this issue?

Finally got around to trying out a different OS. Using Ubuntu 14.04 LTS from USB closing the lid does not put the computer to sleep. I suppose then it is a hardware problem.
Can someone from Lenovo explain the next steps?

This could be issue with system board, but before doing any changes in the hardware I suggest you check with reinstallation of the Operating System once. After this we can get the confirmation whether it is an hardware issue or software issue.
