I just updated a T560 to Windows 1709.
Intel Management Engine Interface won't start (Code 10)
The Intel WLAN card won't come up either or completely disappears from Device Manager.
Rebooting the notebooks sometimes results in a BSOD (something power related)
I did a complete clean install and ran into the same issues again (with only the drivers Windows 10 installed automatically) .
It was working fine before with Windows 10 1703. And ME Interface was working for some minutes after the clean 1709 install. Maybe another driver which got installed later by Windows killed it?

Reinstalled the older Windows 10 1703 Version to make sure it isn't a hardware problem.
Everything works fine - even with the same driver versions for ME and WLAN...

I think you might be on the right track. I have the same issues w/ two machines from Dell and Schenker (Clevo barebone). I was already myself suspicious that it might be caused by AppLocker, CredentialGuard or DeviceGuard. But I have not yet tried the fresh install you did.

I have added feedback in the Microsoft FeedBack application (https://aka.ms/Acn2lu). It is in German but I assume that is no issue for you. I would suggest that you add to that as it is apparently not a Lenovo issue but a Microsoft one.

After extensive testing it seems that
"Computer -> Admin.Templ. -> Windows Components -> Bitlocker Drive Encryption -> Disable new DMA devices when this computer is locked"
is the root cause of the issues. As soon as this setting is enabled the trouble starts. When setting it to "Not configured" everything works as expected.
I have just upgraded my Dell (again) and all devices are running.
