I have a Lenovo Thinkpad T460s running windows 10. Everytime I try to boot it displays a small blue screen with boot menu and App menu. Within the boot menu, I select my HDD but still no booting. Since the battery is sealed in I cannot use other procedures decscribed previously for other models that had similar issues. Any ideas on how to solve this?

Based on your description, the HDD is not bootable. What have you installed on it that should be booting? Another possibility is that Secure Boot is enabled in the BIOS, but the OS on your HDD does not support Secure Boot.

I had this issue when I was installing a new image from an external HDD. I was able to resolve the issue by going into the BIOS, changing the boot method to UEFI only, and turning Quick boot to Diagnostics. Then reinstalled the image and all works.
