Welcome to the forum.

Go to Lenovo Settings. Click the battey icon on the left tool bar to go to Power Status. Scroll down to Battery Charge Threshold. Is it enabled? If so then that may be inhibiting the battery from charging beyond the threshold percentage.

At the top of the Power Status page click Show Details. A Status of "No Activity" will confirm this. Otherwise the status will be either "Charging" or "Discharging."

Re: plugged in not charging

Insure that you haven't selected Airplane mode. That will keep the system from charging even though the power brick is plugged into the mains.
