Installed the fix, rebooted as directed by the fix tool, DHCP and WZC were already running after the reboot - problem still exists when launching Access Connections

Have you tried running the ThinkVantage System Update software to ensure all of the latest networking drivers are installed?  Perhaps one of the currently installed ones is corrupt.

I ran the system update which updated the Intel chipset driver but did not correct the problem.

Have you tried these in CMD?
In the command prompt window that opens, type type the following commands, each followed by the Enter key:

Reset WINSOCK entries to installation defaults: netsh winsock reset catalog

Reset IPv4 TCP/IP stack to installation defaults. netsh int ipv4 reset reset.log

Reset IPv6 TCP/IP stack to installation defaults. netsh int ipv6 reset reset.log

Reboot the machine.

This one too: netsh int ip reset

If ethernet and wireless networking are working OK - just Access Connections won't launch - will these commands still help with ACCON hanging when it launches?
