Battery Indicator always 99 percent

I have a 2366/T30 Thinkpad running Windows 2000.  Most of the time, the green battery indicator flashes and the status is always at 99 percent.  If the laptop is off, or if I am in Europe running on 220 volts, the battery charges to 100 percent and I see a solid green.  Running on 110 volts, I see flashing green almost all the time.

In an attempt to resolve the problem, I replaced the 7 year old battery and backup battery.  This has not corrected the 99 percent flashing green indcator problem.  I'm concerned about the battery overheating being on constant charge, although it does not feel warm to the touch.  At any rate, the blinking indicator is annoying.

What should I look at next?  Thank-you.

Does your adapter rate at 110 volt to 250 volt.

So adapter is obviously not a problem, if you don't like the green flickering just turn off the green indicator permanently. I hope there is a better method, but i can't find any right now.
