The USBs are not available for booting (F12) nor is the optical drive working (no light). I have enabled the USB in the BIOS. When running W7 no USB is working when I connect an USB stick.
Looking in the BIOS Startup the USB FDD is marked with a minus sign.

I wasn't sure what model you meant. I guessed x220 notebook. If that isn't correct, post back and I will move it again.
First, look in the device manager and see if the USB port show up.
The port on the left is on a different hub from the one on the right. Do they (not) work the same?
Look in the BIOS under security/I-O Port access and confirm USB isn't turned off.

Many security features are not reset by F9.
