I just plugged in a brand new battery and it says that it's plugged in and charging but it isn't actually charging.
I've searched the internet and I've come up with possibly
Is there any utility or tutorial on how to check to see if it's a motherboard problem?
Any other suggestions on how to solve this issue or at least identify the problem would be much appreciated.

If you have the possibility to borrow from somebody else - do a test on your system with another charger and another battery ... maybe you'll find the broken piece ...

I've seen board failures cause no charge and micro chargiing of batteries. The only way to be 100% sure without extensive diagnostics is to try a known good battery, or test your batteries in a working laptop. I agree fixing the board would be costly, so unless it's a rare board it would be better to replace it.
