Hi my new/used thinkpad t60 core 2 duo t2400 1.8ghz is only running at 997mhz even at full load i disabled speedstep in the bios the power management is set to maximum performance and still it only runs that clock speed even at 100% load.

Do you have a charged genuine battery installed and is the cpu operating at normal temps?

well the battery i used wasnt genuine but normally i have the notebook plugged into a wall outlet without the battery installed, the cpu idle temps are 45'c and max is around 55'c

Your cpu will not operate at full speed without a charged battery installed this assures there are no voltage drops that can cause unstability and/or damage. A generic battery may work if it's properly designed.

ps. your T2400 is a 32bit core duo cpu, not a 64bit core2 duo. You can upgrade to the core2 duo as long as you have a recent bios update installed.

well i was concidering a t5600 all the more reason to get it now lol thankyou for you're help
I have a few of these chips and may have a T5600 if you're interested. I also have the top of the line T7600 and the popular T7200 if you want to add some performance. A T5xxx chip would be cheap, probably less then the postage, but if it was my laptop I'd want a T7xxx chip in it, they offer far better performance but either will give you ability to run 64bit windows versions.

thank you for the offer, but there is o a t5600 on ebay for £10 free postage i think ill save up and buy that plus shipping from the us would probably be astronomical lol

Actually small lightweight items aren't that bad to ship, but I agree you're better to buy local if the part is available.
