I have very similar issues.  TB Dock, USB-C hub and USB-C monitor all work briefly, then disconnect, or constantly disconnect / reconnect.  Same accessories work fine with my Gigabyte laptop with TB3.  

 

Then I figured out that when I disable cellular and reboot they all work fine. Your device doesn't happen to have the cellular option does it?

Took me a while to find out:

When connected to the dock while Thinkpad is switched on, it is just loading. Then a reboot while connected works the magic. Keyboard led comes on, mouse gets power, and LAN is connected via the dock.  I did not try HDMI but would expect it to work too. I never had cellular installed.

I am not 100% sure that I understand what you mean. 

I can boot to W10, off the dock, and plug the Helix 2 into the dock. It does get supply, but that's all. No functionality on the USB ports. Reboot, it does reboot, but no functionality of the USB ports on the dock. Actually, the device manager doesn't even SHOW any.

It shouldn't be a problem of that specific dock, since I have two, and both do the same.
