CPU Maximum frequency never exceeds 31%, even under load.

Runing windows 7 x64. Brand new X220, less than 24 hours old. All windows updates have been applied, etc.

 

Windows resource monitor reports that the maximum cpu frequency is at 31%, regardless of power settings. I have it plugged into AC power, and have set the profile for maximum performance. I'm running Prime95 on all four cores. No effect.

 

CPU-ID confirms this, reporting the CPU speed at ~790Mhz no matter what the load on the CPU is.

 

I've searched google and the forums and found a thread over in the R/L series forum where people were having the opposite problem-the cpu was always running at max frequency: here It looks like their issue was elevated by the staff. This worries me..

sounds like speedstep doesn't work in win7x64

 

Is this just a display issue or is the CPU not throttling correctly?

SOLVED

 

Using the 90W AC adapter from my old thinkpad fixes the issue. Using the batter and the 60W simultaneously also solves it.

 

Apparently my initial forum search wasn't very good, I found a similar topic a few pages back on the forums that links to an extensive discussion that essentially suggested both of these things.

Curious.. Mine shows 111%, idle, or running Prime95.  This is with the Core i7 2.62 Ghz CPU.
