I did not see any Intel Rapid Storage Technology drivers for the ThinkPad X270 and Windows 7 on Lenovo's support site, but I did find this support article explaining how to make a Windows 7 ISO with USB 3.0 and NVME drivers:
Perhaps this will work for you?

If the information in the https://support.lenovo.com/us/en/solutions/ht103541 article is not working, I would recommend you directly contact Lenovo support and open a ticket with them, so they can see if they can reproduce the error creating Windows 7 installation media for the ThinkPad X270, solve it, let you know, and update the article.
