Carbon X1 Sporadic Charging and Brightness

My Thinkpad X1 Carbon (running Windows 7) has recently developed a problem. When I plug it in to charge it literally charges for one second, then stops charging, then charges again. Charging off and on, off and on... every second changing back and forth. 

 

At the same time, the brightness will jump up and down every second. For example it goes from 2 to a 7, back and forth changing every second or two - nonstop. 

 

This is only happens when it’s plugged in. Once I unplug it, the brightness remains constant. But my battery level hasn’t shown any increase so it doesn’t seem to be charging.

 

Powering the system off and on didn’t solve. I’ve got it powered off right now and attempting to charge... didn’t work earlier but will try again.

 

Anyone have any ideas what might be causing this? Thanks so much!
