Have X1C5 with Windows 10 Pro and randomly, maybe once an hour or two, a program randomly runs for a milisecond, so fast that I can't see what it is. It opens up a small box, potentially a DOS windows/dialog box, but it's not black - I don't think - but it literally lasts a milisecond. All I am doing at the time is surfing the web on chrome. Not sure if I explained this well enough, but anyone have an idea?

I have seen this 3 times since yesterday.
1. Computer was sitting on table and saw a quick popup like you describe. A few seconds later I get notification that Defender had completed a scan. I didn't think much of it and wrote it off to Defender.
2. Black DOS type screen popped up and quickly disappeared.
3. Just now reading this forum on Edge browser, another quick DOS looking popup that quickly went away..
Edit to add:
Not sure if related but I noticed my clock changed. I certainly didn't make the change and not sure exactly when it happened.. My clock in the taskbar had moved 7 hours forward. Instead of reading 6:00 AM like it should have been it was reading 1:00 PM..
Odd and again, not sure if these mystery dialog boxes were the cause..

OP did you ever figure this out? It kept happening to me so I reset and wiped the drive. Reinstalled with Lenovo recovery media and it's happening again..

No. Haven't figured it out. Part of me worries that someone is hacking me / virus however unlikely that is but that's my only explanation so far that I can figure out.

I don't think it's a hack or a virus as I just did a clean install with HD format... I ran task scheduler and right after I got the DOS popup, these are what showed up:
1. Office Subscription Maintenance
I am sure it has to be one of the 2 that are listed as the log was clear before I ran it..

Think I nailed it down... OfficeBackgroundTaskHandlerRegistration
1. Go to Task Scheduler
2. Select Task Scheduler Library
3. Select Microsoft
4. Select Office
5. Right click on OfficeBackgroundTaskHandlerRegistration
6. Select DISABLE
I think this is the issue.. Office still appears to work fine. I'll monitor and see if I get any more of the popups..

After doing the above I was still getting popups so I moved OfficeBackgroundTaskHandler from user account to system. This did solve the issue but lead me to further research..
The issue was widespead and the solution was to simply update office.. The jist is that even if you have auto office updates on, it was not doing so. Aparently MS pushed a fix for this issue and it's in the update..
To update office see this:
Problem now solved and no DOS popups since updating office..
