I have a Seagate 1Tb that works on all my other computers except on my X270, I have tried both USB3 ports nothing. When you insert it into the port their is no sound, the light on the harddrives comes on but it doesnt respond, also in disk manager nothing shows. Please help.

You've almost certainly checked these already, but...
1a. Will other USB devices (e.g., a standard USB stick) work when plugged into the USB ports?
1b. Will other USB devices that use USB for signals but don't require power (e.g., a laser printer) work?
2. How do your USB ports look in Device Manager?
(Screen shot from my X240) yours will look different in all likelihood, but are there any warning icons over any of the connections?

Thanks for your reply, I am currentlu using a stick on the laptop and its working normally, I also use a Lenovo wireless desktop receiver inserted, no problems its working. Below is screenshot from dev man

What I had in mind was a little different--hook up a USB3 hub to the X270 and confirm that if you plug in a stick, everything works. Then, plug in the drive that's giving you trouble. Does it make any difference to have the drive through a USB hub? If you still can't read it, plug in the USB stick at the same time--with both plugged into the hub, can you read the stick? Does it have any effect on reading the drive, or does that still remain invisible?

chances are that your PSU does not have enough to handle the load imposed by a hard disk
the whole industry is bad for providing underpowered bricks for their machines
find a better rated power supply which will solve many ussues
