When I close the lid to put the X1C to sleep and the fan is currently spinning, then the fan will continue to spin for a considerable amount of time. Sometimes it stops after a while, but occasionally, the fan will seemingly not stop spinning at all, even though the machine has long cooled off. I've already done a hard reset and disabled fast boot, but the problem still persists. It is very inconsistent behavior, so not easy to reproduce.

Hi user328787, and welcome to the Lenovo User Community!
I have two ideas:
1. Update the BIOS to version 1.36: "Fixed an issue where FAN rotation may not be stopped when LID Closed.
2. Your fan is still active because the machine has gone into Windows' Modern Standby, and is busy doing something. If you want it to shut all the way down, hold the Shift key when clicking on Shut Down.
