Getting DVD Express Working on a Reinstall

I'm trying to rebuild an X22, but have not been able to get DVD Express working (it's just not in the power management options configuration panel).

The way I had to rebuild this machine was to install from a non-IBM XP CD.  It phoned-home with the COA code and it's registered, so that much worked.  And I've put on all of the patches and updates that I could find, but it says "No previous version of DVDExpress detected".   How can I get this working?

To get DVD Express working you need to reinstall from an original set of X22 CD's. Its probably easier just to buy some DVD software.
