Hello, I am an old Thinkpad fan, used more than 12 thinkpad machines.
My current main machine is X1 Carbon 3rd gen, Windows 10 OS
I am very frustrated, because Both Touchpad and trackpoint horizontal scroll in MS office 2016, especially excel and onenote, does not work.
I tried to install and reinstall the drivers, and formatted the machine several times.
I searched to find the resolution on the web, but there are no clear solutions about it so far, sadly.
Most of all, I am very angry about the ignorance and tardiness of Lenovo tech support.
Because this problem was issued for more than a year.
Any idea for horizontal scroll?

In response to customer reports that horizontal scrolling in MS Office was unsupported on several ThinkPad models running Windows 10, a Synaptics driver update has been released to resolve this issue.
ThinkPad T460s, T560
ThinkPad X1 Carbon (Machine types: 20BS, 20BT, 20FB, 20FC)

ThinkPad X1 Yoga (Machine types: 20FQ, 20FR)
(Fix) Fixed an issue where horizontal scrolling might not work in MS Office when Firefox browser was opened.
(Fix) Fixed an issue where scroll icon might have black color overlay in recent Windows 10 environment.

I have Synaptics ThinkPad UltraNav Driver for Windows 10 (64-bit) version 184.108.40.206 and still I can not use horizontal scroll (two finger scroll) with my touchpad in MS OneNote 2016 on my Lenovo Thinkpad T460s. I have never been succesful using it in OneNote 2016 since the moment I bought the computer in March 2016 until now (December 2016). I think it maybe worked in OneNote 2013 but I am not sure. Trackpoint horizontal scroll also does not work for me in OneNote 2016. Vertical scroll (two finger with touchpad or trackpoint) works as expected.

Since I can't reproduce your problem it's a bit hard to diagnose. I have Two Finger Vertical, Horizontal, and Switch Direction enabled in the Synaptics Control Panel, and it just works :-s. My laptop is all up to date, Microsoft and Lenovo. I use Lenovo Settings to access the touchpad scroll settings. I don't fiddle with anything, all the settings are at default.
